Surrender of certificate.—Every employer who ceases to carry on the employment of persons shall, within thirty days of such cessation, surrender the certificate of registration to the Standing Committee in person or by registered post, and shall inform it in Form 12 of the manner in which every benefit held by him has been disposed of.
