Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any licensee of an explosives magazine dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Superintendent of Police in Form VII, surrender the certificate of registration to it and furnish a statement of every pledge then held; and the Superintendent of Police shall enter the intimation in the register within seven days of its receipt.
