Application for registration.—Every manufacturer of voting machines carrying on the manufacture of voting machines shall make an application for registration to the Delimitation Commission in Form 7, within fourteen days of the commencement of these rules, accompanied by a fee of two hundred and fifty rupees and a statement of every report held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
