Surrender of certificate.—Every manufacturer of voting machines who ceases to carry on the manufacture of voting machines shall, within fourteen days of such cessation, surrender the certificate of registration to the Delimitation Commission in person or by registered post, and shall inform it in Form 2A of the manner in which every ballot paper held by him has been disposed of.
