Application for registration.—Every user of a Government vehicle carrying on the use of a Government vehicle shall make an application for registration to the Records Officer in Form 5, within sixty days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every register of records held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
