Application for registration.—Every keeper of a commercial establishment carrying on the running of a commercial establishment shall make an application for registration to the Licensing Officer in Form IV, within seven days of the commencement of these rules, accompanied by a fee of two hundred and fifty rupees and a statement of every muster roll held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
