Manner of service of orders.—An order or notice under these regulations shall be served on the blood bank to whom it is addressed by delivering it to him personally, by registered post with acknowledgement due at the address specified in Form 20-B, or by electronic mail at the address furnished by him; and the State Medical Council shall record the manner and the date of service within forty-five days of the service.
