Application for registration.—Every importer of drugs carrying on the import of drugs shall make an application for registration to the District Registering Authority in Form 19, within twenty-one days of the commencement of these regulations, accompanied by a fee of five hundred rupees and a statement of every drug held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
