Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the meter manufacturer shall apply to the Central Commission in Form VIII for a duplicate, accompanied by a fee of fifty thousand rupees, and the Central Commission shall issue a duplicate certificate marked as such within twenty-one days of the application.
