Surrender of certificate.—Every user of water for industry who ceases to carry on the use of water for industry shall, within twenty-one days of such cessation, surrender the certificate of registration to the Tribunal in person or by registered post, and shall inform it in Form E of the manner in which every works held by him has been disposed of.
