Surrender of certificate.—Every manufacturer of cosmetics who ceases to carry on the manufacture of cosmetics shall, within fifteen days of such cessation, surrender the certificate of registration to the Licensing Authority in person or by registered post, and shall inform it in Form 28 of the manner in which every certificate of registration held by him has been disposed of.
