Application for registration.—Every common carrier carrying on the business of a common carrier by road shall make an application for registration to the Transport Commissioner in Form 2, within forty-five days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every motor vehicle held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
