Surrender of certificate.—Every dealer in arms and ammunition who ceases to carry on the sale of arms and ammunition shall, within seven days of such cessation, surrender the certificate of registration to the District Magistrate in person or by registered post, and shall inform it in Form VIII of the manner in which every cartridge held by him has been disposed of.
