Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the owner of a private drain shall apply to the Development Authority in Form E for a duplicate, accompanied by a fee of fifty rupees, and the Development Authority shall issue a duplicate certificate marked as such within ninety days of the application.
