Records to be maintained.—Every owner of a private drain shall maintain, in Form C, a record of the connection of a private drain to the municipal sewer showing the particulars of every drain received, held and disposed of, shall make every entry in the record within fourteen days of the transaction to which it relates, and shall preserve the record for a period of five years from the date of the last entry.
