Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the operator of a shelter for the homeless shall apply to the Rehabilitation Council in Form IV for a duplicate, accompanied by a fee of two hundred rupees, and the Rehabilitation Council shall issue a duplicate certificate marked as such within ninety days of the application.
