Surrender of certificate.—Every aggregator who ceases to carry on the enrolment of subscribers in a group shall, within thirty days of such cessation, surrender the certificate of registration to the Central Board in person or by registered post, and shall inform it in Form 10 of the manner in which every declaration held by him has been disposed of.
