Surrender of certificate.—Every proprietor of a lodging house who ceases to carry on the keeping of a lodging house shall, within forty-five days of such cessation, surrender the certificate of registration to the Sub-Divisional Magistrate in person or by registered post, and shall inform it in Form V of the manner in which every pledge held by him has been disposed of.
