Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a gymnasium dies, his legal representative shall, within seven days of the death, intimate the death to the State Sports Council in Form B, surrender the certificate of registration to it and furnish a statement of every calendar of events then held; and the State Sports Council shall enter the intimation in the register within forty-five days of its receipt.
