Maintenance of premises.—Every publisher of a report of proceedings of the Legislature shall keep the premises where the publication of reports of proceedings is carried on in a clean and orderly condition, shall provide for every voting machine kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the publication of reports of proceedings, and shall furnish to the Returning Officer in Form 6, within twenty-one days of the commencement of these rules, a plan of the premises showing the place so set apart.
