Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any publisher of a report of proceedings of the Legislature dies, his legal representative shall, within three days of the death, intimate the death to the Returning Officer in Form 12, surrender the certificate of registration to it and furnish a statement of every voting machine then held; and the Returning Officer shall enter the intimation in the register within three days of its receipt.
