Maintenance of premises.—Every manufacturer of cosmetics shall keep the premises where the manufacture of cosmetics is carried on in a clean and orderly condition, shall provide for every establishment kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the manufacture of cosmetics, and shall furnish to the Central Government in Form 41, within twenty-one days of the commencement of these bye-laws, a plan of the premises showing the place so set apart.
