Surrender of certificate.—Every owner of a cattle pound who ceases to carry on the keeping of a cattle pound shall, within thirty days of such cessation, surrender the certificate of registration to the District Collector in person or by registered post, and shall inform it in Form 7 of the manner in which every tax receipt held by him has been disposed of.
