Surrender of certificate.—Every autonomous body receiving grants who ceases to carry on the utilisation of grants shall, within seven days of such cessation, surrender the certificate of registration to the Finance Commission in person or by registered post, and shall inform it in Form GFR 12-A of the manner in which every purchase order held by him has been disposed of.
