Periodical return.—Every manufacturer of denatured spirit carrying on the manufacture of denatured spirit shall furnish to the Commissioner, within sixty days of the close of each year, a return in Form D of every permit received, held and disposed of during that year, and shall preserve a copy of the return for ten days from the date on which it is furnished.
