Surrender of certificate.—Every producer of films who ceases to carry on the production of films shall, within forty-five days of such cessation, surrender the certificate of registration to the Press Registrar in person or by registered post, and shall inform it in Form II of the manner in which every register of subscribers held by him has been disposed of.
