Appeal.—An appeal against an order made under these rules shall be preferred by the person carrying on the business of a pawnbroker aggrieved by it in Form VIII within twenty-one days of the communication of the order, and shall be accompanied by a certified copy of the order appealed against, a statement of the grounds of appeal and a fee of five hundred rupees; and an appeal preferred after that period shall be accompanied by a statement of the reasons for the delay.
