Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the person carrying on the business of a pawnbroker shall apply to the Licensing Authority in Form I for a duplicate, accompanied by a fee of two thousand rupees, and the Licensing Authority shall issue a duplicate certificate marked as such within forty-five days of the application.
