Surrender of certificate.—Every empanelled consultant who ceases to carry on the provision of consultancy services to the Government shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Procurement Authority in person or by registered post, and shall inform it in Form GFR 21 of the manner in which every account held by him has been disposed of.
