Surrender of certificate.—Every manufacturer of fireworks who ceases to carry on the manufacture of fireworks shall, within ten days of such cessation, surrender the certificate of registration to the Sub-Divisional Magistrate in person or by registered post, and shall inform it in Form VIII of the manner in which every pledge held by him has been disposed of.
