Application for registration.—Every person carrying on the business of a pawnbroker carrying on the business of a pawnbroker shall make an application for registration to the Commissioner of Police in Form IV, within fourteen days of the commencement of these rules, accompanied by a fee of five thousand rupees and a statement of every explosive substance held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
