Application for registration.—Every person subject to an inquiry carrying on the appearance before an inquiry shall make an application for registration to the Competent Authority in Form B, within thirty days of the commencement of these rules, accompanied by a fee of two hundred and fifty rupees and a statement of every flag held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
