Conditions of registration.—Every owner of a solar power plant shall carry on the generation of electricity from solar energy only at the premises specified in the certificate of registration, shall keep every register of consumers in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such register of consumers for inspection on request by the Inspecting Officer, and shall not part with the certificate of registration to any other person.
