Periodical returns.—Every owner of a solar power plant shall furnish to the Petroleum and Natural Gas Regulatory Board, within twenty-one days of the close of each year, a return in Form II of the generation of electricity from solar energy carried on during that year, and a nil return where no such activity was carried on.
