Surrender of certificate.—Every organiser of a mass gathering who ceases to carry on the holding of a mass gathering shall, within seven days of such cessation, surrender the certificate of registration to the State Executive Committee in person or by registered post, and shall inform it in Form D of the manner in which every evacuation plan held by him has been disposed of.
