Application for registration.—Every organiser of a mass gathering carrying on the holding of a mass gathering shall make an application for registration to the State Executive Committee in Form H, within fourteen days of the commencement of these rules, accompanied by a fee of one hundred rupees and a statement of every no-objection certificate held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
