Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the owner of a private service vehicle shall apply to the Motor Accidents Claims Tribunal in Form 23 for a duplicate, accompanied by a fee of fifty rupees, and the Motor Accidents Claims Tribunal shall issue a duplicate certificate marked as such within twenty-one days of the application.
