Surrender of certificate.—Every owner of a private service vehicle who ceases to carry on the use of a private service vehicle shall, within thirty days of such cessation, surrender the certificate of registration to the Motor Accidents Claims Tribunal in person or by registered post, and shall inform it in Form 1 of the manner in which every motor vehicle held by him has been disposed of.
