Custody of the register.—The register maintained under these rules shall be kept at the office of the District Vigilance and Monitoring Committee in the custody of the Rehabilitation Officer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the District Vigilance and Monitoring Committee; and where the Rehabilitation Officer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form V within sixty days of the succession.
