Safe custody.—Every owner of a place of public assembly shall keep every register of shelters to which these rules apply in a receptacle or place reserved for the purpose at the premises where the fire safety of a place of public assembly is carried on, shall record in Form B the description of every register of shelters so kept and the date on which it was received, and shall furnish a copy of the record to the State Authority within three days of the close of each year.
