Surrender of certificate.—Every owner of a place of public assembly who ceases to carry on the fire safety of a place of public assembly shall, within fifteen days of such cessation, surrender the certificate of registration to the State Authority in person or by registered post, and shall inform it in Form D of the manner in which every warning held by him has been disposed of.
