Periodical returns.—Every operator of a remotely piloted aircraft shall furnish to the Bureau of Civil Aviation Security, within twenty-one days of the close of each year, a return in Form CA-5 of the operation of a remotely piloted aircraft carried on during that year, and a nil return where no such activity was carried on.
