Surrender of certificate.—Every retail outlet dealer who ceases to carry on the retail sale of petroleum products shall, within fifteen days of such cessation, surrender the certificate of registration to the Ombudsman in person or by registered post, and shall inform it in Form VII of the manner in which every licence held by him has been disposed of.
