Surrender of certificate.—Every owner of a plotted development who ceases to carry on the development of plots shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Competent Authority in person or by registered post, and shall inform it in Form C of the manner in which every apartment held by him has been disposed of.
