Surrender of certificate.—Every owner of land adjoining an embankment who ceases to carry on the use of land adjoining an embankment shall, within forty-five days of such cessation, surrender the certificate of registration to the Collector in person or by registered post, and shall inform it in Form 1 of the manner in which every parcel of land held by him has been disposed of.
