Surrender of certificate.—Every licensed stamp vendor who ceases to carry on the sale of stamps shall, within seven days of such cessation, surrender the certificate of registration to the District Registrar in person or by registered post, and shall inform it in Form D of the manner in which every stamp held by him has been disposed of.
