Application for registration.—Every owner of a wharf carrying on the working of a wharf shall make an application for registration to the Registrar of Ships in Form 4, within sixty days of the commencement of these rules, accompanied by a fee of fifty thousand rupees and a statement of every vessel held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
