Custody of the register.—The register maintained under these rules shall be kept at the office of the Advisory Panel in the custody of the Licensing Officer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Advisory Panel; and where the Licensing Officer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form II within twenty-one days of the succession.
