Conditions of registration.—Every owner of a building in a village shall carry on the construction of a building in a village only at the premises specified in the certificate of registration, shall keep every register of buildings in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such register of buildings for inspection on request by the Secretary of the Gram Panchayat, and shall not part with the certificate of registration to any other person.
