Safe custody.—Every owner of a mine within a forest shall keep every emission to which these rules apply in a receptacle or place reserved for the purpose at the premises where mining within a forest area is carried on, shall record in Form V the description of every emission so kept and the date on which it was received, and shall furnish a copy of the record to the Biodiversity Authority within fifteen days of the close of each year.
